IV. CONCLUSION
The Court finds that Maryland's requirement of a ―good and substantial reason‖ for issuance of a handgun permit is insufficiently tailored to the State's interest in public safety and crime prevention. The law impermissibly infringes the right to keep and bear arms, guaranteed by the Second Amendment. The Court will, by separate Order of even date, GRANT Woollard's Motion for Summary Judgment and DENY Defendants' Motion for Summary Judgment.

Excellent, now if they could just get Baltimore incorporated by D.C. M.D. would be set.
 
This is very good news, for those of us in the PRNJ with having to provide a "Justifiable Need".

Not just NJ, but all unconstitutional "may issue/good cause" state laws including CA, MD, NY, HI, MA.

Of course, there may also be a benefit for IL and DC which issue no permits to anyone, for any reason, ever.

If we win (a big if), most of those states will likely outlaw CC completely (as IL and DC).
