Try to get him down if you can. $525 would be a good offer.
If it`s in good shape that is a fair offer. Its a good place to start to bring it a little lower.

Yes, the 686-3 might be one of the most desirable of all the 686s, especially with the 4 inch barrel. All the perceived positive changes have been made and none of the perceived negative ones. Do the box, docs and original stocks come with it? If so, I think the price is quite fair. If no, it's still fair.
Ask if he has the original Target Stocks. They're worth something around $80. Even if you don't like TS's, don't leave them on the table if you can help it.

Does that barrel have a slight overclock, or, is it just the angle of the photo? The ribbing on the barrel is slightly left of the ribbing on the top of the frame.
The 4 inch 686-3 is the only revolver I have. Don't need any others I sold my 681 27 28 s that should tell you how I feel about the -3 as far as the price in n e ohio 686s 700 hp 700+ 27 800 and up
WHEN DECIDING ON WHETHER TO BUY A M686 4" NEW, BEING THE -6 AT $650 LOW END TO $725 HIGH END I COMPARED THEM TO THE PRE LOCK MODELS ESPECIALLY IN THE 4" AND FOUND THAT THE PREMIUM PEOPLE WERE ASKING FOR WAS RIDICULES, IN SOME CASES FOR THE NICER CONDITION THE DIFFERENCE WAS $150-$200 FOR THE PRE LOCK. I EVENTIALLY GOT A GREAT DEAL ON THE 686 SSR 4" 6 ROUND.I HAVE NO REGRETS. I SHOULD SAY MY BUYING SOURCE WAS GB, BUT I CHECKED ALL THE USUAL SITES. I HAVE NO IDEA BASED ON MY SEARCH WHY WHAT YOU ARE DESCRIBING ESPECIALLY DUE TO THE CONDITION WOULDN'T BE A EXCEPTIONAL DEAL. I DON'T SEE ANY REASON TO NICKLE AND DIME IT IF YOU ARE SATISFIED. SOMETIMES A GOOD DEAL IS JUST THAT.
THE 686-3 IS A GREAT GUN. THE 4" SEEMS TO BE THE MOST SOUGHT AFTER BARREL LENGTH. THAT PRICE IS VERY REASONABLE FOR A NO-LOCK 686 IN THE CONDITION YOU DESCRIBE. I WOULDN'T PASS ON IT...
