There's an old Soviet joke that fits this picture. A man is sitting on a bench waiting for the bus. While he waits he sees two workers across the street. As he waits he watches them work. One man measures out a specific distance and proceeds to dig a hole, then measure out the same distance and dig another hole. Meanwhile the second man comes by and fills that hole in. And so it goes. The first man measures out X amount of feet (meters) and digs a hole. The next man fills it in. After watching and trying to figure it out the man at the bus stop finally gets curious enough to go over and ask. "What are you guys doing?" He asks! "Well we're planting trees!" one of the workers says. "However the guy who plants is sick today!"
