You can always cut your barrel with a saw if you really wanted one. Call Smith and wesson your country and ask about a barrel or a full upper

The problem with that is an un-built receiver is listed on the 4473 not as a pistol, not as a rifle, it is listed as OTHER and cannot be transferred to a person under 21.
