Doing some math, assuming they each work 5 days a week for 45 weeks out of the year, giving them 7 weeks of leave, each person processes about 1.25 applications per day. That seems a bit slow in the age of computers, but maybe they handle records like the federal government's retirement system (OPM), everything is on paper and stored in an old mine.

4000 apps divided by 14 means they each need to process 286 apps/yr. there are 260 work days per year. That means if they did 1.1 apps a day it would take one year not 18 months.

You assumed 260 work days per year. These are government employees, they are not going to work 260 days a year, they will have paid vacation and personal leave days, which can easily reach 35 days a year.

It's a known fact that the LA county sheriff does not want to issue carry permits. It's been this way for years. So we have to carry illegally, just like the bangers do. Carry a beater because you will never get it back.
I am happy this is being looked into.

Part of the delay is the convoluted and probably unconstitutional vetting process. That is a direct fault of the administration.

I only live about 4 hours from LA county and my renewal was processed and I had my card in hand in about a week after I finished my class.

A good friend of mine just did his initial application and training class and he had card in hand in under 2 weeks, start to finish. Not all California counties are that inept.

By the way, most California counties are red.

I worked 250 days a year at my shop. Wife worked 178 at the county. She got 985 hours sick leave when she retired. They were going to give her $4.50 an hour versus the $50 she was making. I $%^& so much they applied her normal salary to her medical insurance and it paid it for over two years when she retired in 2008 at 62. Bridged the gap to medicare.
