Need help from NYC Dealers.
Any NYC Dealers here, can I ship a gun without the shell casing to NYC?

I would check with a Dealer, but I was under the impression that was only with NEW guns. If a new gun comes into the Dealer without a shell casing he has to bring it to the State Police and have it fired. ( Colt does NOT ship their new guns with fired casings ). Dealers charge $75 bucks for that. On used guns I do not believe the law applies but I would still call an FFL Dealer to be safe.
To the best of my knowledge this ridiculous law has NOT resulted in 1 single arrest since its been on the books for 4 or 5 years now. Just another way for NY to make the process a little more unpleasant.

NY State recently did away with COBIS, the fired case requirement. $32,000,000 down the taxpayer drain.

Cuomo shoots down CoBis to save money
A "DNA database for handguns" costing the state millions during the last 11 years was squashed by Governor Cuomo Friday. CoBis was well intentioned said its supporters, but state officials contend it didn't work and was too costly to maintain.

They need to do that with hopeless handgun registration in this county. I think it has solved one crime since 1965.
