Question for Illinois members....
It is my understanding that to legally own any firearm in the State of Illinois that one must obtain a Firearms Owner Identification Card (FOID). What is the procedure to obtain a pistol permit? Must you have the FOID card before applying for the pistol permit? Asking for a friend.

In the communist state of Illinois, a FOID card is a must.
You should get one for every member in the family. God help you if you left a gun in your wife’s trunk and she gets pulled over...    .

You have to apply for a FOID by using the State Police web site and after you get the FOID you can then apply for a Concealed Permit. They are back logged due to the current state of affairs so it will take sometime, some have been have been waiting for renewals for 6 to 9 months.

Even though your FOID and CCW may be past the date of expiration, the state says they are good for an additional year. No resources are being used to mitigate the backlog.
My driver's license is set to expire next month, and I have already been told it will also be "good" until June.

Speaking from experience, if there are guns in your home,someone residing there must have a FOID....if you die today, your wife or another adult resident must have FOID...example, friends home on fire, waiting for ambulance with minor injuries, police clear home then ask about guns in home...answer is yes, one old family heirloom under bed, old inop. rifle ...friend has no FOID, he's told to get someone here quickly that has one,or, you're in big trouble!

The FOID and Concealed Carry license have the same number, issued by ISP (Illinois State Police). Ammo cannot be purchased without an FOID, even with a valid CCW permit.
ISP sent me a notification that my FOID would expire in March, and asked for renewal in December. I sent it in, but I have heard there is at least a 6 month back log.

I very recently received my FOID renewal, that I applied for March 1. About 9 months, and still waiting for my wife's that was applied for on March 7.
If you go to the ISP website and look up your application status, it will say COVID in the expiration date. I even purchased a firearm while it was expired.
The Problem will be the CCW, while it also shows COVID in the expiration and will be accepted in IL, what happens when you are in a neighboring state where your CCW is honored, but they check and the expiration date is all muddied up. Since we haven't been traveling much at all the last year it hasn't been a problem, but just be aware of the potential problem.

I lived in a suburb just across the Chicago western city line in '68. I turned 21 and for about 6 mos or more I was able to buy a gun without that damn Fraud card. '68 brought the GCA and Illinois required a newly issued Fraud card to buy a firearm or ammo. Legal carry was out of the question. I worked in all the neighborhoods where the slaughter goes on now in Chicago. Half the guys I grew up with turned out to be Chicago cops. They all thought legal or not I should carry a "piece". I was afraid of winding up in Cook Co. jail.
In view of recent past uncontrolled violence in this country it's a real travesty otherwise law abiding citizens of Illinois cant buy a firearm for self or home protection without a currently unavailable Fraud card.

It is simply a taxation ploy. The FOID does not prevent prohibited persons from acquiring firearms and ammo. Look up the Aurora workplace shooter....

No kidding. It's just another means to make life a little harder for Illinois residents.
Yes, you need a FOID to buy guns or ammo. Even internet ammo retailers will require it if you're an IL resident.
Yes there is a significant backlog. The state government told the ISP to reduce the number of people working on FOID applications and the Illinois State Rifle Assn. had to sue the ISP to get the "COVID" expiration date exception.
It's not fun here.

Wow! I've never heard of this. I thought New York was a nutty state, along with Kalifornia. What would happen if you lived near a state line and traveled over to buy ammo? My state is sounding better & better all the time (except for the stupid PGH football team). I need to get a new copy of the state by state gun laws. I know if I ever go up to Niagara Falls. I have to strip-search my car for any stray cartridges, and maybe remove my NRA stickers just in case I get some rookie State Policeman on I 90 that's bored.
I'm serious about traveling across the border to buy ammo. Can you?

Bordering states (on ammo purchase) will also require you to present an FOID card if you live in Illinois
The problem there is that a majority of FOID cards reflect an expired date and I know that back around, April, not all those those bordering states got the memo re the covid auto renewal and refused ammo sales.
I would hope it is common knowledge by now.

I have never been asked for ID when purchasing ammunition in Missouri. I’m going to assume that is not just because of my stellar good looks and commanding presence . . .

I just talked to the Illinois State Police this morning about renewing my CCL card. I was told that the current FOID and CCL cards will still be considered valid even if expired. The expired cards will still be valid for a period of 18 months after the State declares the Covid emergency over. I'm not taking any chances and still plan on renewing mine before it actually expires.

A Foid is good for 10 years and current cost is $10.00; Not a very good tax ploy.
Renewed on line Oct 2020, Current FOID expired Jan 2021 - Still under review; Per the ISP website it's still active for duration of Covid Lockdown. Some Gunshops know this and will acceps others say no, it's expired.

Except possibly in Cook County, there is no such thing in Illinois as a "pistol permit". A FOID is valid for all rifles, handguns, and shotguns. It is legal to have a handgun in your home, or vehicle. In the vehicle, it must be unloaded, cased, (or boxed, in the original box, not just a shoe box). Ammunition must be separate (no loaded clip in the case). No gun may be readily accessible.
Concealed carry is not difficult to obtain. You must pass a course, given by an accredited trainer, and display minimum ability. You do not need to demonstrate a need to carry. Cook County has their own rules, theoretically state law preempts local.
I have not been asked to show my FOID to purchase ammo except at the Cabela's in Hoffman Estates, which in in Cook County. This has been true at local shops, Farm and Fleet, and others.
You do have to have an FOID card to handle a firearm in a store, or at a gun show if the seller knows the law. There are places where this is strictly enforced, others not so much. In the Chicago collar counties, no seller in his right mind will allow you to handle without showing your card. The further you get from Chicago, the less concern about possible under cover stings. When I have had a table at a show, I insist on seeing the card, or an FFL. There is no problem about showing a card in Chicago, as any gun shows take place in alleys or dark street corners.
As always your mileage my vary, this is my experience, so don't sue me if you are careless.

Yes an Illinois resident must have an Illinois FOID card to purchase or possess a firearm or ammunition. There is no such thing as an Illinois pistol permit, but Chicago used to require a firearm permit. The Chicago firearm permit no longer exists.
There is a large gun store near me that requires a person to show their FOID card in order to enter the store. Even though they sell lots of items that do not require a FOID card, such as clothing, holsters, cleaning supplies, cases, safes, targets, eye & ear protection. Their choice.

I live in Indiana and I have an Indiana CC permit. I live 3-4 miles from the Illinois line. Due to a change in Illinois law I (SUP0POSEDLY) can carry a loaded gun across the line into Illinois. I can carry it loaded in Illinois as long as I remain in my vehicle, but if I leave said vehicle the gun stays in it. There's one or two gun shops and maybe a couple stores I would like to visit in Illinois but I won't go there unarmed. Crossing the line into Illinois puts me in any one of 6-7 suburbs that now look like mini Chicago's. I would not trust their local PD's to be informed of current gun laws so I just stay the heck out of there. I lived in Chicago and later in the suburbs for 30 years, It's outrageous what Cook Co. and surrounding counties have turned into.

to those people who desire their 2nd amendment right.

Just a question . If you have to have a card to buy ammo , are you allowed to buy it and have it sent to you ? Also , what about powder and primers ? And this has been going on for how many years ?

Yes. Internet ammo sales are fine with a valid FOID. Not sure about powder and primers, I'd guess they're not covered as they're not "ammunition".
It been going on since the 80's IIRC. (I'm not sure when FOID was introduced, but it's been a long while.)

Yes. When I order ammo from sgammo.com in Oklahoma I just have to upload a photo of my FOID card and drivers license. They then ship my order directly to the house. There are however some locations in Illinois to which sgammo refuses to ship, such as Chicago.

In Indiana, you are NOT required to show ANY ID to buy ammo (If you look over 18 y/o) Some Commycomglomerates like Wallyworld require seeing your ID, but I don't buy there.
So, an IL citizen can purchase ammo and long guns (reciprocity and 4473's) and FOIDs are not required. But they cannot purchase handguns.

In NW Indiana and I'm assuming any cities/towns bordering Illinois, Gun/Ammo retailers require a Fraud card for purchases and even to handle a gun. Blame the media and Chicago's ever corrupt political system. They blame Indiana for "easy" gun access and their wildly out of control murder rate and ever increasing violent crime. Indiana retailers are trying to stay out of the media and avoid the frivolous law suits that plagued the area 20yrs ago. Illinois is working on "no cash bail" which will advance their revolving door criminal system into chaos for law abiding citizens.

I was unable to buy a shotgun in South Dakota last year because I was an Illinois resident. Five years ago, I was unable to buy a shotgun in Iowa for the same reason.

In summary, An Illinois Resident may purchase any firearm, which is legal to own in Illinois, from an out of state source and that transaction is always subject to background check. Long guns from states contiguous to Illinois may be purchased at gun stores only. Long guns purchased from an out of state private party must always be sent to a licensed dealer in Illinois. Handguns purchased out of state, weather at gun store or from a private person, must always be sent to a licensed dealer in Illinois.
While it is lawful for Illinois residents to buy firearms from out of state, to comply with numerous existing gun laws, a background check must always be performed for interstate gun purchases.

An Illinois resident buying a long gun in an adjoining state is legal. However, here in Wisconsin, we got rid of the waiting period. IL resident buying long gun in Wisconsin still have to have that waiting period. That makes a purchase deep in another state not worthwhile...unless you are returning later.
