Winchester 5.56 Brass

I ordered this ammo ~1yr ago. Just now, while opening boxes and filling magazines, I noticed that every box that I have opened looks like this. Many are discolored at the primer. I cannot tell for sure, it looks reddish...
Is this a purposeful seal or is something else going on here?

Possibly repacked overrun from a military contract. The mil-surp that I had was primer-sealed with red sealant.

I agree with probably "repacked" ammo, as opposed to "reloaded" ammo. And elpac3 may also be correct that several runs may be combined when packing.

Anyways, I needed to remove all my high-dollar poly-tipped and start using FMJ so that I won't break the bank too quickly... ;)
 
Those are military rounds. The circle with the x in it is the NATO mark. The purple stain is primer sealant. The primers are also crimped which means that if you want to reload them, the crimp needs to be removed. It's also 5.56mm ammo as opposed to 223 Remington which means that they shouldn't be fired in a commercial 223 chamber.
 
Just a little "Re-cycleing" going on with some good ammo.........
and tossing out the old brown colored box with a nice looking "White Box"
to make the buyer, happier.
