I admire these guys:

In a town inundated by flood water, one house remained dry

A family in western Tennessee built levees around their home -- and managed to keep floodwaters from deluging it earlier this month.

I don't understand why that is not done more !!

In Nevada, once the gutters over run or get plugged up,
it turns into flooded street to.........................

Got to love city planning for folks.
 
The only issue with building a levee or other type structure that diverts water from your property, is that it may adversely impact another property. I am sure proper permits would be necessary.

Water diversion is a tricky subject, but I not sure he really diverted however I am no expert. I know this regardless of the legality of it he certainly avoided a nightmare scenario.

Water over time is as close to a universal solvent as one can get. It created the grand canyon, right ?

I think interesting, impressive, that the brothers' father taught them to build levees in times of flood, and that they continue the practice.
 
As I learned a long time back, if you want it done right, do it yourself.
 
A guy near the River Severn in England did something similar with a four foot wall around his property. He got sick and tired of the Environment Agency dithering to fix things.* I expect any day now there will be an enforcement order for denying the river "access to its ancient flood plain" or some such rubbish.


*Not that they can fix things, it's just that the UK has been getting heavier rainstorms over the last 25 years leading to more floods.

Here you would need a permit to impound water, but they didn't impound any of it. Looks pretty rural and in many place outside the city you don't need a permit to do dirt work. I build my entire house with nothing but an electrical permit and an OK from the county sanitarian on the septic system as long Is I had less than 2 toliets

Back in my Army days the basic skills of an infantryman included the creative uses of sandbags. Saw some pretty impressive construction projects in Vietnam that used very few other materials.
