All those south American countries and else where wouldn't be trying to smuggle drugs into the US if the demand wasn't there. At this point even if you could completely curtail smuggling it wouldn't help for long as domestic demand would result in more drug labs right here in the US. If drugs were 100% legal all the gangs and turf warfare would drop off in short order. Foreign suppliers wouldn't work near as hard to supply them if the value wasn't hyper inflated by prohibition, Cheap drugs would also mean few scams and robberies to support drug habits. Plus, drug treatment centers are cheaper than prisons and more effective. I do not believe that is all drugs were legal there would be any more use than there is now and even less in the future as there is no money in getting people addicted to something there is no profit in.
I know Oregon tried it. First of all they didn't actually legalize them, next the steet value remained the same and because it was only there and it attracted druggies from other states.
Years ago Alaska drop penalties for pot in 1975, but started them back up because to many people from the lower 48 migrated there for that reason alone, because it was the only state at that time where it was legal.
