Many years ago I had a ride to the Engineering Show in Chicago with a man who was then Quality manager for Colt. He told me that all low number guns are reserved. I suppose anything under 100, and probably under 1000. Wealthy collectors buy the low numbered guns.
Those are not low serial numbered guns, they are merely low serial numbers when they switched to the three alpha serialization around 1981-82 on all guns of all frames. Not sure what the big deal would be other than having a AAA gun/box is cool.
Sure they are. When they were introduced, the 586's were the first revolvers to use the three letter prefix. There won't be many 586's with lower serial numbers.

According to SCSW, the alpha-numeric S/N started at AAA0000, so to have a 0029 & 0030 is neat.
Also neat to find two guns only one number apart.
