What is the best way to install iron sights on a rifle with a thin, lightweight barrel? I am considering a Ruger 77 Hawkeye Compact and I must have iron sights. What method would stand up to the most abuse?

The front ramp should be soft soldered on and the rear sight base can be screwed or soft soldered, or both. The breach end of the barrel generally has enough thickness to take drilling and tapping.

Factory installations usually use induction brazing (silver soldering) on the front, and screwed on base for the rear. Properly scraped and fitted, a ramp say, 1/4" x 2" would be plenty strong.
