Can you recreate the problem while manually cycling rounds with the barrel pointed in a safe direction? Got any pictures? (ammo and firearm) One type of ammo or all? Does the barrel feel tight? Also inspect the feedramp, chamber, magazine, and bolt for build up or foreign objects.

^Great info^ Unless your surroundings are ideal you won't use the Hubble settings. The most I use with gophers is 16x, but I typically stick with scopes that stop at 14x and rarely switch to anything below 10x. I like front row seats to the carnage. That scares some people.

I don't have that specific model, but my Mueller 4.5-14 is amazing for the money. The glass is crystal clear and the AO is perfect for what I use my Ruger 77/22 for.
