group at 25 yards is 6-10 MOA! You do realize that don't you? 1" is approximately 1 MOA at 100 yards. A MOA is 1/60th of a degree of angle, 1/36,000 of a circle or, again, approximately 1 inch. It makes absolutely no difference if open sights, aperture sights, a scope, or a red dot sight are being used. You really need to understand what a term means before using it.
I do agree that 1 1/2" to 2 1/2" group at 25 yards is p-poor for any rifle! A shotgun with slugs will generally do better than that, depends on the shooter.
