Welcome to the forum.
You might be able to modify it to fit, but no it will not install as designed.

The 15-22 receiver extension is molded with the lower and non-removable.

You need to find a sling mount that clamps on to an AR buffer tube. The ASAP mount is held in place by an AR's castle nut which the 15-22 does not have.

There isn't one that will give you the same range of motion as the Magpul... mainly because of the friction space that's needed to tighten in order to clamp it on the buffer tube.
You may be able to use something like this...
Crosstac Ambi Sling Connector - Quick Disconnect › Slings & Mounts › Firearm Accessories › Survival-Pax Co.
Or this type... made by Blackhawk! which straps onto the buffer tube giving you the range of motion you're looking for.
http://www.opticsplanet.com/blackhaw...140108133202:s
which will rotate in each direction and allow for a wide range of motion.
Hope it helps.

Here are two threads that cover installing a single point sling attachment very well including how to install a QD mount as on the MOE, which requires drilling your receiver if you want to got that route.
N eed a Close-Up picture of Magpul QD Mount.....

I have the MI MCTAR13 with loops and it works perfectly. I think he is looking for the roughly 120 degree range of motion that the Magpul version provides.
I don't believe any of the "clamp-on" options provide that range though because of the separation of the clamp.
I would definitely recommend the MI sling plates.
