Bullpup stock?

The lower in the 15-22 is technically the firearm. The member who made one for himself would essentially have to manufacturer firearms to sell a different "stock." I don't know all the legalities of starting an arms company but it would seem like a lot of legal red tape would that could also be quite expensive. I'd buy one of his bullpup stocks if the price was reasonable but I'm not sure the 15-22 has reached the Ruger 10-22's following to make it a profitable venture. Also, the serialized firearm of the 10-22 isn't on the lower which makes it an entirely different operation.

Abit confused on your post.
If you have seen center balanced rifles. They make all sorts of stocks. Iirc they arent firearms just aftermarket stocks.
However aI do see your point about the serialized part being the lower.
