Double Magazine Pouch for an M&P 9 Shield?
Who makes a good dual magazine holder for the S&W M&P Shield? I’m looking for something concealable that doesn’t look like a magazine holder.

Shield double mag pouch
You are kind of asking for two different things.
Alessi makes a great double mag pouch. I have one.
If you are looking for a pouch that doesn't look like one, then you are looking for something with a flap.

As OldLawman mentioned, in addition to Alessi, Milt Sparks makes a good selection of in and outside mag pouches too, they also look like mag pouches if you expose them. You get soild carry and quick access with mag pouches, designed to be mag pouches.
Rainbow of California, has a line of made in USA pouches with flaps, designed for multi-tools or folders that might do the trick for you. Though I have not ordered from them, they get good reviews, available via Amazon etc.

Most single stack mags will conceal well (i.e. not stick outward from your body) under a t-shirt. Some mag pouches vary in how low they sit on your belt. OWB, concealment styles tend to ride higher, and comp versions slightly lower.
Depending how you carry your gun, it might be a lot to stick in your pants but the only thing I can think of are IWB mag pouches. Singles are easier to find but they make doubles too (i.e. CrossBreed, TT Gunleather, Galco, JR Customs, Arratoonian, Andrews Custom Leather...the list goes on).
There are also pocket mag holders, but they're generally only singles.
Cheapest way is probably an old cell phone pouch or multitool holder.

Sorry, I didn't give enough information.
The whole reason that I have the Shield is for the times that it has to stay concealed .
I'm looking for a double magazine holder that is neat looking so that if the bottom of it slips out from under my shirt it doesn't stand out or it looks like a cell phone case.
I'm probably going to go with the De Santis since I can't seem to find a Bianchi that's leather.

I have the Desantis Mini-Scabbard (019TAX7Z0) and double magazine pouch (A01TJLLZ0) and like them both.
I also have the clip on single carriers (A47TJLLZ0). They were too tight for the Shield 40 magazines so I ground out the internal spring steel piece.
Both styles of mag pouches work for my Beretta Type M (single stack) magazines as well.
