S&W 4566TSW West Virginia State Police & Public Service Commission Pistol Information

Disclaimer: This is a work in progress, any information and/or corrections you can provide would be extremely helpful, especially from those within the West Virginia Law Enforcement agencies. Much of the information in this post was pulled from Request For Quote (RFQ) forms (West Virginia Purchasing Division), these are not contracts, but they are a very good indicator of what the final contract terms would be. If you have a pistol that falls outside the observed serial number ranges, please provide a picture of the pistol with the serial number shown and I will update the original post.

History
The original 4566TSW pistols used by the West Virginia State Police (WVSP) appear to have been purchased in 2004, the online West Virginia Purchasing Division database only extends back to 2006, so more detail information on this original order is difficult to come by. 2004 was the 85th anniversary of the WVSP and the pistols were marked on the slide's right-hand side with "West Virginia State Police 85 Years of Dedicated Service 1919-2004". A bid for 60 additional units was submitted in 01/2010 (RFQ DPS1020), these later pistols did not include the anniversary marking and simply had "WEST VIRGINIA STATE POLICE".

The WVSP 4566TSW replacement bid was submitted in 11/2010 (RFQ DPS1107) and it basically outlined the features of the original 4566TSW pistol except it included an integral equipment rail and Melonite finish. The configuration was so specific no other company really had a chance, yet Glock and Beretta did submit competing bids, but the Glock 21 and Px4 Storm did not make the cut even though they were $290.00 and $257.25 less expensive per unit respectively. Bids for additional units in this new configuration were made in 10/2012 (RFQ PSC1005) for the West Virginia Public Service Commission (WVPSC) and in 03/2014 (RFQ DPS1433) for the WVSP

These new 4566TSW pistols were used by both the WVSP and the WVPSC's Commercial Motor Vehicle Enforcement Officers up until just recently. The WVSP replaced their pistols in 2018 with the Glock 17 Gen 5, and the WVPSC replaced their weapons in 2021 with the M&P 9 M2.0. The replaced 4566TSW's have made their way into the private market, however with so few produced they are a little difficult to come by and demand a price premium.

Production Quantities and Unit Cost

Original 4566TSW
The order for the original 4566TSW's was made in 2004, these pistols did not include an integral rail or Melonite finish. No bid records for this order could be found, however a subsequent bid in 01/2010 (RFQ DPS1020) outlines the configuration of the pistols including a requirement to limit the serial number range to "WVT0000". With this limitation, it is assumed the serial number range of the duty weapons is sequential starting at WVT0001 and observed up to WVT0771, indicating around 800 pistols were made. However, there appears to be some commemorative units that could increase this quantity. The price-per-unit on DPS1020 was $699.50 from Southern Police Equipment or $737.75 from Town Police Supply.

WVSP Integral-Rail/Melonite
The initial 11/2010 WVSP bid was for a minimum 750 pistols (RFQ DPS1107), with follow on bid for 100 pistols in 03/2014 (RFQ DPS1433). The price per unit on both bids was $780.

The Glock 17 replacement order for the WVSP 4566TSW's was for 850 pistols. With the Glock order quantity aligning with the two 4566TSW RFQ's, it could be assumed that around 850 WVSP pistols were produced.

"The West Virginia State Police have ordered 850 Glock 17 Gen 5 pistols, which are chambered in 9 mm and have a capacity of 17+1. The pistol has a 4.49-inch barrel, weighs 25.04 ounces unloaded and features more than 20 design changes from the previous Gen 4 version."

WVPSC Integral-Rail/Melonite
The 10/2012 WVPSC bid was for 83 pistols (PSC1005), this order did not include any agency markings and the price per unit was $814.40.

Note: The replaced pistols were 4006 not 4066.

The M&P 9 M2.0 replacement bid for the WVPSC matches the quantity of 4566TSW produced for the WVPSC, it specifically states that 83 pistols were being replaced with only 65 new pistols being purchased (RFQ PSC2100000003). This may be why West Virginia Law Enforcement Distributers Inc, the winner of the contract, had NIB examples of the 4566TSW pistols for sale - not all of the 83 pistols were being used.

Serial Number Range
The older 4566TSW WVSP pistols had the serial number specified on the contract, they were all to be in the WVT0000 serial number range, it is assumed the serial number range of the duty pistols is sequential starting at WVT0001 and observed up to WVT0771. There also appears to be some commemorative pistols that were furnished with wooden display cases, it is uncertain if these were ordered by the WVSP or some other distributer, the serial number on these units appears to start at WVT2xxx.

A serial number range was not specified in the new integral-rail/Melonite contracts; the observed pistols have been in the following serial number ranges:

UCK58xx to UCK76xx
It is assumed most of these are the pistols from the first bid in 11/2010, however WVPSC are included in this range. The serial number range does not seem to be sequential/exclusive.

Addendum: S&W 4566TSW Fresno County Sheriff’s Office
The West Virginia State Police and Public Service Commission were not the only ones to use the 4566TSW with an integral rail, the Fresno County Sheriff’s Office also armed their troopers with this pistol.


Configuration Delta
The Fresno version does not have a Melonite finish, the integral rail area does not include a machined step, a spurred hammer is used, and the decocker is not spring loaded so it can also serve as a safety (not 100% sure about the decocker function).

History
The Fresno 4566TSW’s were purchased and issued in 2007, which closely coincides with the departments 150 year anniversary (the department was established in 1856), to commemorate the event the slides were marked with “Fresno Sherriff’s Office 150 Year Anniversary Edition” and the department’s Seal. They were eventually replaced by the S&W M&P45 in 2014.

Serial Numbers
The serial numbers use the prefix FSD (Fresno Sherriff’s Department) and range from FSD0001 to FSD0675-FSD0800, with the lowest observed serial number being FSD0006 and the highest being FSD0316. If you own a Fresno pistol beyond the observed range, please post a picture with the serial number and I will add it to this post.

Buy Back – Trade Proposal

The “Buy Back – Trade Proposal” shows an is an estimate of 675 pistols based on current counts of stock and working weapons only. Prototypes?
There have been a few more integral rail 4566TSW’s observed with the serial number prefix “BDX” and “BEM”. These match the configuration of the Fresno pistols and are assumed to be prototype, test, or one-off guns.

WVPSC UCU range lowered to UCU8648. If you have a pic of the pistol with the serial number showing I can add it to the post.

Interesting note:

UCU8648 and UCU8697 have a Julian date of 3075
UCU8797, UCU8844, and UCU8853 have a Julian date of 3074

So the lower serial numbers were labeled a day after the higher serial numbers.

WVPSC UCU8811 and UCU8818 both have a Julian date of 3074 on the case label and a date of 3/19/13 on the label for the test round.

Looks right to me, I have amended the original post to include the additional serial numbers.
 
I work at the WV State Museum. In 2019 we did an exhibit for the 100th WVSP Anniversary. They donated a WVSP marked 4566TSW, and a M&P15 marked WVSP, to our collection. I have pics at work. I'll see if I can dig them out and post. I'd love to have one in my collection. Older WVSP officers still wish they had them. Younger ones, who grew up with Glocks, don't notice.
