15-22 sights standard AR sights?

Just purchased a BUIS Matech flip up rear sight and I had to adjust the front sight all the way down and raise the rear all the way up to get it sighted in properly at 25 yards. Wondering if the Matech AR sight is not correct for the M&P? I have a Primary ARMS red dot on it and it shoots great.

They should be the same. The 15-22 uses standard height iron sights as far as I know. You might be having your issue because you are only sighting in at 25 yards, when most of the time you would want to sight in at 50 yards (if available).
 
While everything fits the ballistics of a round moving as 2800 fts vs one at 1000 fps will be different.

25 yards is 1" low with a 200 meter zero on the M4 Carbine, the rifle for which most "AR15" sights are calibrated.

I don't track every rear sight's specs. A rear sight that's not adjustable for elevation doesn't seem to work well with the M&P15-22 at short ranges as you're experiencing. The standard sight furnished with my M&P15-22 has elevation adjustments.

Just another thought, is your front sight the one that came with the gun? If it was bought separately, it might be a railed gas block height instead of standard rail height, and this would cause your issue.
