1987 Kansas State Trooper engraved 586 value??

Wish I could put some pictures up here, but a friend of mine has a 586 from 1987. That was given to her father who worked as a Kansas state trooper on his retirement.
It comes with the original cardboard, revolver box, and a Kansas State trooper presentation case.
All mint, unfired with original cardboard, shipping box.
Very, very nice engraving, detail and some gold leaf work.
Kansas state police sign on it.
Wondering what the Ballpark value of such a thing would be with all the paperwork, claiming tools and everything original?

I believe something of this nature is tough to price properly. To a collector who has personal or family ties to Kansas or specifically to that LE organization, it's probably a unicorn they might otherwise never have a chance to get, and they might pay handsomely for it.

To a S&W 586 fan, it MIGHT be worth as much as a NIB unfired Model 586 from the mid-to-late 80's, assuming the engraving doesn't turn them off but at the same time it's very hard to imagine they would choose this over a regular production 586.

All that said, I think it's the kind of thing that would probably sell if offered around $1,100 or $1,200...?

I'm interested in what others might value it at.

Those commemoratives will always mean more to the original buyer and family than anyone else. They will sometimes bring what a standard version of the same model will bring and once they are fired, separated from the boxes, etc, value really drops. They sell best to new recruits to the agency when they are discovered as a historical memento.

I'm not a collector of commemorative firearms, nor am I knowledgeable about their rarity and values. However, I know what appeals to me and those Kansas State Police revolvers are very nicely made and appointed. Apparently only 338 of these sets were manufactured in 1986 and sold in 1987...so there aren't a bunch of them floating around. The only commemorative set that I own is a 1973 Texas Ranger Commemorative Model 19-3 that I bought about 5 years ago for $900. The fit and finish are outstanding, and the features are extremely nice. I didn't buy it as a collector's item, I bought it to shoot. Of my modest collection, it's one of the most comfortable revolvers to handle and shoot. But like ken158 says, buyers are usually either associated with the commemorative piece or are fans, and aren't willing to pay a lot for used commemoratives. In my experience, the values don't tend to appreciate much over the years. A KSP set (from an estate) sold on GB recently for $1600 plus fees. I would think that the value of your friend's set would be in the range of $1200-$1500, but I would hope that she would like to keep it as a family heirloom.
