I picked up a 3" flat latch, all numbers matching for 300.00. It's about 85-90%. +/-. 350 to me is a little highfor a "good" condition. JMHO. Pic's would help!

I paid $500 for a 31-1 2" snub. Almost new with the box and papers. That's in California.

Nice gun. I'd get it a 4" barrel brother for $350 if in nice condition.

Not enough information to assist in valuing the one you're looking at. I will say that I've noticed that over the last year or so the 32 Longs (model 30 and 31 and their pre-model numbered versions) have been priced higher (maybe proportionately more so than their bigger cousins) and seem much in demand. I've seen several recently in NIB (or close to that) condition for $600-$800 which seems high but that's how they're priced. Without box and docs in 95+% $400 to $500 is common where I shop (recently bought a 3 inch 30-1 in 95+% for $450). Saw a 31-1 at a gun show last weekend that was maybe 90% for $425 which could perhaps have been had for $400 or a little less. I wouldn't hesitate to pay $350 for one I rated at 90% or better. Hard to tell from a not too good web photo though. Good luck.
