Probably safer to assume that's the way it's supposed to work. I'll be interested if someone could explain the mechanism on a top break.
 
None of my Safeties need to be battery to shoot. There should be nothing to hinder the hand from turning the cylinder as the trigger is pulled, no matter where the cylinder is in rotation cycle. Don't forget to grasp the butt-frame tightly as you pull the trigger to defeat the Safety bar.

Just to add, check to make sure the firing pin is not protruding through the recoil shield. It has a spring to keep it pushed it rearward after firing. If broken it can protrude and catch between the rims of the cartridges. Also, if the hammer is not auto-rebounding as it should, it can push the firing pin into the opening.
