I shoot alot of 148 gr. DEWC's. The type I shoot have a crimp groove near the top that I put a light crimp in. I could probably seat them flush- never tried it.
As far as light target loads go :
Wadcutters : flush with case mouth.
Semi wadcutters I load to OAL 38,50 mm, which may seem overly long, but are usually more accurate from my S&W revolvers than those seated at recommended OAL. Try it sometime & let me know.
Pretty hard not to agree with 625, but if you can't find 231 like me, try 2.8 grs. of WST. I have been forced to use the newer powders because I could not get 231 where I live. Also 3.7 grs. of Auto Comp works very good. I have had very good results with the WST. I like the fact that the WST is bulky and fluffy and not as dense but still meters good for me.
2.8 grains of Bullseye with a 148 grain HBWC seated flush with just enough crimp to straighten out any flare in the case mouth. This will get you X's at 25 yards.

SInce the demise of DuPont 5066 powder target shooters have used 2.7gr of Bulls-Eye powder with a 148gr cast wad cutter bullet for target shooting.
For my M52 pistols I use a 148gr double end wad cutter with a load of 2.8 gr. of Bulls-Eye seated fractionally below the case mouth as my standard load... it is very accurate in both revolvers and the M52s.
This is what I load for target 148gr WC loads in a .38 Special:
3.0gr W231 under a 148gr HBWC bullet flush
3.2gr W231 under a 148gr LSWC crimp in groove (almost flush)
When W231 isn't available buy current production HP-38, it's the same exact powder.
Missouri 148gn DEWC seated to the crimp groove or canelure with a light roll crimp over 3.2gn of 231.....I have found these bullets with their slight bevel will chamber just a little smoother, especially with speed loaders........And they shoot real well.........2#
