I use 0.357-0.358" lead bullets in my 9x19s, 9x21s, and .38 Supers.
In general, HS6 and Silhouette will probably be your most accurate powders, unless you load down. Somewhere around 7gn of Silhouette and 6.5gn HS6, though with Silhouette, it also does well at fairly light loads in the range of 5.6gn up to the 7.0gn range.
For 121-125gn lead bullets, if you want a light load, 4.7-5.1gn Red Dot is very accurate loaded to a minimum COL of 1.200".
I have loaded Hornady's 140gn swaged Cowboy bullet in my Supers and get good accuracy with no leading around 4.1gn 231/HP38 and 5.8gn AA5.
A really nice load is a .38 158gn L-SWC and 7.7gn of Blue Dot.
