Yes. Absolutely. Actually, except for a few rare exceptions like the new Series 70 Colt 1911 models and a few others, you'd be hard pressed to find any pistols made in the past 30 years or so that are not safe to carry with a loaded chamber.

Why is a 1911 not safe to carry with one in the chamber? The only proper manner in which to carry one is loaded chamber, hammer back, thumb safety up. From a purely mechanical analysis, there isn't a design safer than the 1911. I carried one that way, on duty and off, for years.

Very few handguns are not safe to carry with a loaded chamber, and I would not have one I could not carry that way. An empty chamber is dangerous in at least two ways: 1) it is not ready to use when you need it, and 2) you will be futzing about with the pistol trying to get the chamber loaded when you need it, which is a better way to generate an ND.
 
As much of a tacticool operator as I may be, I think it takes more than a little practice to be able to draw, chamber a round, and then shoot accurately. Most people who don't work in that sort of field probably don't have the time or money to practice sufficiently to achieve the level of competency.

Despite the Israeli practice (Mossad? I don't recall) of racking the slide on drawing the gun, I think carrying a gun for defense without one in the chamber is pretty risky itself.

The manure tends to hit the fan awfully quickly in most cases.

The Series 70 and earlier did not have the "firing pin block safety"...........not to say they weren't safe..... and many felt you could get a nicer trigger pull on the Model 70 and earlier models..
 
As I recall, that is an issue if dropped, not as to actual carry. And a target/competition trigger is not necessary, and maybe not appropriate, for a carry/duty pistol.
