The only manual I have that shows Titegroup used in 9mm Luger is the Hodgdon Number 27. It lists 4.1 grains starting load and goes to 4.4 grains maximum using the 124 grain FMJ bullet. If you extrapolate a bit, you can see that your charge of 2.3 grains is WAY too low for a 130 grain lead bullet.
