Apparently, in this case its known as "smishing". When I looked it up there were a number of articles from USPS, Snopes, Malwarebytes etc., so it's been around for a few months.
USPS has a web page with links to report such messages.
Here's what I got around 9:25am PDT today.
I live in Canada and almost never use my cell in the US when I visit my gf as I don't have roaming on my cell plan. Not that that makes much difference these days as I occasionally get calls from "The Deprtment of Justice"
