Several companies make them. I have an Alessi Leather model that i purchased several years ago from Lou Alessi when he was alive and love it.

His family currently runs the business and from what I hear the quality is still top notch.
 
I highly recommend the Unkle Mikes Sidekick, size 0. I've used it for a J frame, Walther PPS and now a Ruger LCP with tighter pants legs, or more often, a Kimber Solo Carry 9 with a little more generous pants leg.
Whatever you decide to go with, get something with a "rolled" edge. My first ankle holster had a nice fleece lining, but a sharp edge. It was like a razor on my ankle.
 
For me, the proper home of a J frame is in the pocket. That said, if you want the top of the line, Ken Null of Resaca, Georgia makes the best ankle holster, in my opinion (and that is based on actual use).
