It could very well be true. People in some of the "controlled" communities have nothing better to do that pick on insane things like this.
Heck there was a BIG conco down here that had legal battles over people displaying American Flags off their balcony's. Nope not allowed!

This clearly illustrates why I have owned 4 homes now and NONE of them belonged to an HOA or were covered by CC&R agreements.

I absolutely will not tolerate a Cynthia (Geico commercial) dictating what I can and cannot do on a piece of property where I pay the mortgage and taxes.

How soon can I move in? I detest leaf blowers. They have become the replacement for actual yard WORK. 45 minutes of leaf blowing moving the crud from the yard being "worked" on to the neighbor is not landscaping.

When I hear a leaf blower I want to hear another motor start up followed by screams, then silence. (Think chainsaw). Did I mention I have excellent hearing and detest leaf blowers? Wouldn't want anyone losing the plot here.

Along those lines, the golf course we play every weekend is not allowed to begin cutting the fair ways or engage in any noisy maintenance before 8am. So, if we had an early t time the dew was still on the greens. The members and players complained but to no avail - now most guys won't take the early t times because of it. Now, if you live on a golf course wouldn't it make sense that you were going to hear grass cutting etc. People really amaze me.

Hey guys, before you buy a house in an HOA managed community, you know there are rules governing what your property can look like and how it must be maintained. If that doesn't work for you, don't buy a house there. We lived in one in Florida for a while and it was nice to know that Bubba couldn't park his rusting, junk car next to my property and that he could not use blue plastic on his roof instead of new shingles. And he couldn't let the weeds in his yard grow three feet high, and can't leave his Santa sleigh in the front yard till June... like I said, If that doesn't work for you, you are free to buy elsewhere.

Like I said I've owned 4 homes and have never bought one in a HOA or CC&R area - and I've never had the kind of neighbors you describe either. It isn't all one or the other.
