This bill has been introduced for many years. I believe it was introduced in 2000. From what I have heard, it died in committee. I sent my senator an e-mail anyway. Snopes shed some light on it. The second link is more informative.

Consider the source: Congressman Bobby Rush, Dem., Ill District #1 (Chicago).
I consider the activities of Bobby Rush both before and after election to the USHOR, to be a strong reason for never electing anyone to national office who has, or has had, any involvement with Chicago/Illinois Politics.
Bobby Rush has, to use the usual Southern Euphemism a “colorful” past.
He will no doubt be reelected to his current seat until he dies, after which a son or daughter will succeed him.
As a former cook county resident (1964), I no doubt vote for him every two years. My moving away, like my death will have nothing to do with my continuing to vote.
