Best oil, solvent whatever to remove rust?

If there is an appreciable amount of rust you will need to use Oil and 0000 extra fine steel wool with a very very small amount of GENTLE pressure. I have found over the years that the type or brand of oil makes little to no difference since all it really does is provide lubrication and some sort of protective shield for the non rusted bluing. As long as you go slowly and carefully no damage will be done to the good bluing.

I use to buy into "specialty oils" ( don't anymore ) that were sold specifically to remove rust, but I now grab which ever oil is handy as I have found no real difference in performance.

I do have a few cans of Kroil in my Shop but quite honestly I rarely use it. Nothing wrong with it, but I mainly bought it for loosening frozen bolts and such. I would think the Kroil would work just fine for your rust removal too.

Had a friend recently rave about a product called "Metal Rescue." He used it to take rust out of a MC gas tank that had set for 10 yrs or so. I googled it, and it is supposed to be safe on anything, including the environment. Check it out.
 
Be careful with rust removers, most will remove the blue finish also. Navel jelly is an excellent rust remover but takes the blue finish with it. Blueing is a type of rusting process, it is not red rust , but is referred to as " rust blueing " so if a product removes one chances are it will remove the other. Try it on a hidden spot first.
I have sucessfully treated lightly rusted areas with a week long soak in kerosene and rubbing it lightly with edge of a real copper penny or 0000 bronze wool, untill the rust has been lifted. I don't know why , but the kerosene treatment seems to neutralize the rusted metal and keeps it from rusting again. Discovered this when kids left some channel locks out in the yard for a couple months, kerosene soak and bronze wool removed all the rust and no rust has returned
