Unless you live in an avowed anti-gun area, I've found it's better to beg forgiveness than ask permission. As long as you mostly comply with someone's range building guidelines, I'd say you're good. I've found noise complaints to be the downfall of most ranges.
35 years ago, when I bought my property, I had enough land to build a 100yd range. I used it a lot to prove in & sight in HP rifles. Of course, in my area, I rekon I was the pioneer. Soon other folks started moving in and then critical mass was reached and the noise complaints started. By that time, I had been relegated to handguns only. Now, I'm down to suppressed whatever. So, even though I live in an area rural enough where I can still legally have a 100yd HP rifle range, I can hardly shoot cause it isn't worth the deputies showing up to harass me over noise complaints. Some deputies are sympathetic, some not so much, quoting non-existant or not applicable codes. Sooo....I've gone through the expense and bureaucratic nightmare of buying suppressors. I let the weeds grow to the point where I can't be seen nor heard. I can't shoot my revolvers naturally.
