I want to give my brother a15-22 for his birthday but he lives behind enemy lines in Californiastan. I am not worried about sending it to his FFL and I know he needs to use restricted mags but what about the gun itself. Can I give him a MOE or are flash suppressors a no go? Thanks for your help. I am trying to suprise him so I cannot ask him

Best bet is to go to the S&W website to see what their "compliant" models are. Follow those specs and you should be good or you can call a gun shop in California to be 100% positive.

According to S&W, this is CA's only option sku 811062.
 
My understanding is that in Cali the only current limitation for an EBR rimfire is the 10 round mag. Centerfire is a whole 'nuther story.

My LGS (Turners Outdoorsman) offers both the standard 15-22 and the MOE variant. It apparently has the standard AR-15 flash suppressor. No other difference than the 10 round mag. You might call Turners and ask what SKUs they offer.

BTW: You're a GREAT brother! I've been drooling over the 15-22. All I get from my siblings is trouble. :)

You might want to triple check EVERYTHING. I heard they just or are about to pass a whole bunch of new laws to take effect very soon.
 
10 round mag is currently the only restriction on rimfires right now. You can have all the "evil" you want on it provided you adhere to the 10 round limit.
I'll never understand all of the "evil" though. A semi-auto is a semi-auto damage-wise.
 
Only thing different on my "CA Compliant" MOE has nothing to do with the firearm. Don't ship the 25rd magazines only 10rd, rimfires are not "assualt rifles" and are exempt from having bullet buttons, etc.

Having and using "Hi Caps" isn't illegal here but when they're for something made well after the 2000 Sunset, it's pretty obvious they aren't grandfathered in.
