California legislation to ban store employees from stopping thieves.

Are you a felon who can't pass a background check? Been denied several times at your local gun store? Come to CA. Ask to see the gun you want. Then just walk out of the store with it. Legally, they aren't allowed to try and stop you. So, come to CA, arm up and kill your ex or rob that liquor store. After all, you're not really a bad person, just a product of your environment.
You need to polish this up a bit and produce a YouTube video with it
 
Well……. On the bright side. When all the retailers move out , they'll have empty buildings to house all their homeless. Especially around San Francisco. Nancy and her weirdo husband won't have to deal with panhandlers anymore.
 
Employer prohibits employees from attempting to stop thieves, the employee is acting outside the scope of employment, thus the employer's exposure to liability claims is significantly decreased.

State law prohibits, the employee is acting in violation of law, thus no longer eligible for workers compensation benefits in the event of injuries, and the employer has a strong shield against liability claims.

I think the insurance companies like this a lot.
 
Applying the yard sale theory, if stores put a bin by the door full of items, with a sign saying, "free," maybe no one will steal them.

People only want to steal if they feel like they're getting something the victim values. It's a power thing.

So very true! A neighbor had a pair of snow tires he no longer wanted. He put the tires on the curb with a "FREE" sign. They sat there a week. He changed the sign to read - "Snow Tires - $50 each. The following morning, they were both gone!
 
IIRC Chicago was the city that started this idea.

Could be, as some novelist noted: "A distinction without a difference." And, it's more secure jobs for friends, relatives, those with agendas and others who can't manage in the real world*.

Some folks don't seem to really understand where the government gets it's money. Decades ago I was present at a board of supervisors meeting where the public voiced massive objection to a road project. A supervisor commented that he couldn't understand the opposition as "It's not costing us anything, we're getting all the money from the Federal Government." There was a brief silence whilst the enormity of the comment was considered and then some nameless individual asked: "Where do you think the Feds get the money you stupid deleted?"

The meeting was rapidly adjourned, the project was rejected, the supervisor didn't get re-elected.

* I do know highly competent, dedicated government workers, I am most thankful for their choice of employer. Having said that, while any large organization has its drones, government seems to accumulate more than their fair share.

That brings up a good point. Your typical retail employee is not likely to have any training in this, and sure as heck isn't paid to be a bouncer. The bigger stores with Loss Prevention programs might have to change the job title to Community Giveaway programs.
