Here is a new to me model 60 2" in 38spl. I'm not having much luck searching on how to date it, other than its pinned. Im still learning a lot on here. Ser# R21xxxx Grampa said some of his guns had not been fired. What you all think, has this one been fired?

Nice gun and congratulations.
The gun does look to have been fired when looking at the front of the cylinder and chambers. That light corrosion or freckling should clean off the cylinder with little effort. How does the barrel bore look?

Based on the factory standard to fire three shots I'd suggest your Model 60 was fired after it left the factory, and someone did a nice job of cleaning the face of the cylinder.

Factory-only fired revolvers typically only have three powder burn rings on the face of the cylinder.

Yours has none, suggesting someone has fired it and cleaned the face of the cylinder after they fired it.

One guy's opinion.

The barrel looks awful. I'd show a close up but this site always tells me this when I try to post a pic.

Finally got around to cleaning it. Not sure what was inside the barrel but it had not been cleaned in maybe a decade. Brushed it right out. Now she's ready for a few rounds.
