Well now, is it a hand propelled chair, a motorized chair or will it be pushed by a friendly soul such as Johnny Udo ? If motorized, is it
battery, gasoline or steam?

Does the chair have cup holders, locks for a food tray, or outrigs beyond the wheels to hang saddlebag type carriers?

Is the spy strong right handed or strong left handed or is he equally
ambideterous?

How long has he been in the wheelchair and what's the strength of his back and how high is the back of the chair?

Oh yes, is it a four-wheel or six wheel chair and is it European, Japanese
or American made and how many parts were assembled in Mexico or Thailand?

Did the Chinese get involved and perhaps used lead-based paint?

Please answer these questions before we go on.

The next set of questions may involve CIA definitions of analysts, handlers, agents and spies.

Hard to get at a back pack when you're in sitting in any chair.
Perhaps saddle bags?

One of the guys at work carries a small Victorinox Swiss Army pack over the handles of his chair.

I use a Maxpedition Sitka Gearslinger on my motorcycle because it can be worn over my front and accessed easily. Do you want to look tactical? I would imagine a nice lap blanket could conceal quite a bit. I have seen wheelchairs equipped with nylon bags, but most have been the new cambered wheel type of chairs. Do a search for wheel chair packs, there is quite a bit out there. Feedback For Wheelchair Bags, Accessories Cell Phone Camera Holder Mini Packs For Wheelchairs
