Have a 3rd Gen. Colt SAA that I had worked on by a gunsmith in Wyoming. He recut the forcing cone to 11 degrees, corrected the endshake, and installed a set of Ivory stocks I had lying around.

Very nice, indeed! Was that Bill Fuchs in Ten Sleep that did the work for you? He's a good friend of mine. Guy does first class work for sure!
 
No problem, just a clean up to the "perfect" 11 degrees

Can someone explain why the forcing cone would need cut? Is there a 3rd Gen issue with the forcing cones.

NO! there's not a problem, just a fad for a while to cut forcing cones to the perfect 11 degrees?? Maybe a John Taffin or Mike Venturino article made it the "IT" modification for big bore revolvers.

Can't really hurt anything functionally, and might actually help?? hope this helps..

I'm going to avoid the engineering aspect of this, but the general idea was to minimize leading of forcing cone and to increase accuracy.. I believe this was targeted at 45 Colt revolvers?? with questionable throats in the cylinder??

Thanks for the explanation, I have three 3rd gens and have had no problems with excess leading. I just make sure the bullets are correctly sized. I've never heard of the cutting of forcing cones.
