NE IL but I'm from Ohio
Well all the parts arrived.

Scope : Leupold 2x with target elevation knob, ( A Colt / Leupold scope that was part of the Python Hunter set)

Barrel : Millet sighted 5.5" Heavy Barrel - Millett Sight removed.

Base : Older Burris 1 piece (discontinued)

Rings : Leupold STD Super Low Rings.

I dressed the bottom of the base using various abrasive papers on a piece of bar stock matching the radius on the top of the barrel. This removed the high spots and slight warpage so it sat solidly on the barrel. Touched it up with cold blue.

The rings were installed and centered / aligned on the barrel then lapped.

After centering the adjustments using the mirror method the scope placed in the rings and, using a Leupold magnetic borescope aligned with the flat side of the barrel, the windage was centered using the windage screws ( Took 1/4 turn from where I had initially centered them), Pulled off the scope and lightly re-lapped the rings since I had made a slight adjustment in the rear, cleaned, put the scope back and the crosshairs were squared up using a level which also happily aligned them with the grid in the borescope. and the ring screws tightened ( used clear nail polish as a low strength thread locker) Everything checked and good to go.

NOW IF I CAN JUST FIND SOME TIME TO GET OUT AND SHOOT IT.

The crosshairs are squared and the objective and ocular lens clear nicely however the Adjustment turret housing just clears the edge of the base. It does not touch, I can see light between them, and two sheets of paper will just fit between them on the right side where the turret housing is thickest. There should be little or no flexing; the barrel / mount have no moving parts and should be fairly stiff. This set-up placed the scope as low as I believe is possible usins a separate base. It shoud be good but if I decide it should be hihgher I have some low Redfield rings as back-ups that would raise it almost 1/8" if need be.

Nice project. Can't wait to see the range test.

I am speaking from ignorance, but I don't see how there could be a problem with the scant clearance you describe. With no flex in the package, any clearance should be enough.

How is the eye relief distance? I had to move my as far back as it would go in the rings for a good view with my arms extended in good shooting position.

Not bad at all. Per Leupold eye-relief is 12"-24" with 18" optimum. The view in my scope is a full edge to edge view with my arms extended straight and is still good or a little better if I relax them a little. It is perfect for using a rest and very usable off-hand. With my base and rings set up I do not have a lot of leeway. If I needed to get closer an option would be to use both rings on the front tube but I would likely need to change to a Weaver or Weigand base and different rings.

From the photos I saw of yours scoped 41 barrel; it is the older version of the 2x Leupold that's a little longer ( My scope is 8" long) and doesn't have the screw on ocular bell with a lockring. I may be wrong but I believe the older ones with the one piece bell / tube may have had a slightly shorter eye relief - something like 8" to 18 or 20" with about 13-14" optimum.
