Cylinder rod and hard to open cylinder

guys, i have a 617 that the cylinder is hard to open. the rod is not pushing far enough to push the pin on the end out all the way. the pin thats in the shroud. i know this has been covered before, but cant find out the fix. can someone please advise as to the fix . i think the cylinder rod has to be turned, but i have forgot which way..

Quite possibly the rod has unscrewed a bit. Should have a "backward" thread on it. Get it opened and turn it counterclockwise until it snugs down. That will PROBABLY do it. If it comes apart, you turned the wrong way. Put it back together and do it the other way. IF it won't open, wedge it with a business card or something similar and turn the cylinder, that will cinch it down.
 
If the rod is already tight, look carefully at the end of the rod where the bolt fits. Move the thumbpiece all the way fwd - is the center pin flush with the rod end? If not, take a small amount off the rod end with a hand file (a very small amount) - retest & try again. After a few tries, you will have it. Deburr rod end and make sure it is flat & even.
