Simple answer

Very simple answer to your question. Generally speaking, jurisdictions assimilate motor vehicle laws of other jurisdictions.

For example, if New York requires a motor vehicle to display a front plate, that law is enforceable in DC by DC LEO's. Similarly, if West Virginia doesn't require a front plate, DC LEO's cannot charge a West Virginia driver for "no front plate" when they are in DC which does require a frront plate for DC registered vehicles.

It seems that our nation's capital is playing fast and loose with the 2nd Admendment. Reading this article, the gentleman got in trouble because his car window tinting did not meet Maryland standards, but he got the gun charge in D.C. Am I misssing something?

There was a case where a while back an Army soldier transitioning back home had some guns in storage in his place in Maryland I think, was moving to some other state and had a u-haul with all his stuff (including guns), made a stop at a VA hospital in DC on his way, and somehow ended up with a bunch of felonies for posession of his guns.

Outrageous honestly.
