Delaware has added New Mexico to the list of states it honors. You can see that listing at
State of Delaware - Attorney General Matt Denn - Concealed Weapons Reciprocity That brings to 19 the number of states Delaware honors and 33 states that Honor the New Mexico License.

On 1/1/16 Texas will be an Open Carry state for handguns. You have to have a license issued by Texas or a Permit/License from a state they honor to opening carry a handgun. In Texas you could always open carry a long gun slug on your shoulder but not handguns. In Texas the openly carried handgun must either be in a shoulder or belt holster. Those two types of carry are spelled out in the law. It has to be in a belt or shoulder holster. The holster does not have to be a security type holster.

Campus concealed carry in Texas does not go into effect until Aug. 1, 2016. State Colleges/Universities can limit where on campus you can carry. Every school can make their own policies on what areas are off limits. There will be a lot of contention over what areas are off limits and it will take time for the schools/courts etc to get this all ironed out. Private Colleges/Universities can opt out of the law banning all carry on their campus. Many private schools have announced they will ban carry. Open carry is not allowed anywhere on a College/University Campus and where on Campus. Where Concealed Carry is forbidden it must be posted with the 30.06 sign. As you can see by the law change shown below Open Carry is forbidden anywhere on a college/university campus at all times and no signage is needed to show they are off limits to open carry.

Penal Code 46.035 states it is a violation to openly carry:
(1) on the premises of an institution of higher education or private or independent institution of higher education; or
(2) on any public or private driveway, street, sidewalk or walkway, parking lot, parking garage, or other parking area of an institution of higher education or private or independent institution of higher education.

Beginning 1/1/16 all K-12 and colleges/universities will be off limits in California. Penal Code 626.9 was amended to make these locations off limits. California being California writes their laws with a lot of legalize. Referencing many other laws in the text. Before taking an unloaded secured handgun and even ammunition in a locked box in your trunk onto any school property I would check with the CalGuns Foundation. https://www.calgunsfoundation.org/

A poster point out something I left out. Community Colleges and Junior Colleges in Texas. Those institutions are still Gun Free Zones until August 1, 2017.
 
How about the hospital exemption? Or do they just post the 30.06 sign (those still makes me grin.)
 
The Bill did have something about Hospitals on a College/University Campus and posting under 30.06 but that was removed from the bill. There are still a lot of questions about the new law. The law states that it will be Aug 1, 2017 before Campus carry is legal on Junior Colleges. Looking at the education laws and what is a Junior College is very gray and then you have Tech Schools and Community Colleges. Some are saying that means only 4 year College/Universities will allow campus carry starting Aug 1 and the rest will be Aug. 1, 2017. There is going to be a lot of confusion to begin with as with any new law that changes things to the extent that TX did and with it not taking effect on all places of higher education makes it even more confusing. Time will sort this all out. We still have over 1/2 a year before it takes effect and a lot of these questions will be answered by then.

30.06 & 30.07 Signs for No Guns On Premises

Posting PC 30.06 sign ONLY means no CONCEAL carry on premises but open carry is allowed

Posting PC 30.07 sign ONLY means no OPEN carry on premises but conceal carry is allowed.

Posting both PC 30.06 & PC 30.07 signs means neither CONCEAL carry NOR OPEN carry are allowed on the premises.

If you do a search you can find copies of the signs that are required. Somewhere the Department of Public Safety has this posted but it's buried in Google and I can't click and click forever.
 
ISCS Yoda, Thank you. I made my own for the site. I saw a photo of the new one so I had the words in both English and Spanish so it was very simple to make one. I have it ready to upload to the site when I update the Texas Page. Thank you again!
