saw this at a local shop today. ive never seen a two tone before. is this legit s&w build or someone’s garage workshop build?

That is not a factory configuration. It is either a case of the receiver was given an aftermarket nickel plating, or the receiver was stripped of it's black anodized finish and polished, or it was assembled from at least two different Model 39/39-2's. If it is a receiver that was stripped of it's anodized finish, there will likely still be black anodizing in the harder to reach spots inside the receiver.
 
Let’s not forget that S&W did indeed make a two-tone commemorative 39-2, going by memory without running a search I want to say it was Connecticut State Police. Probably late 1970’s.

Don’t know if this is that however a two-tone factory original 39-2 does indeed exist.

Sevens, It is the CSP that is a two tone but the OP's gun is not one of them. It looks like this
