Can't find my notes on this but if I remember correctly it was south of 750fps out of a J frame. This is the load that IDPA lowered the required power factor for SSR division to allow shooters to use as it's typically the least expensive factory ammo.
 
If it is copper jacketed, it would be the original Military loading for the 38 Special. Not a very good SD round, for sure. For plinking it's fine..... although I do believe you will find that it will shoot a bit high due to its light weight. Basically, a wimpy, high shooting non expanding bullet that I would slate to use for informal plinking only.

I've shot a lot of the Winchester .38 Special 130 gr. FMJ ammo. It has given good results in my experience. Any odd flyers have been the result of my own errors. The ammunition itself has been very good. Later today I hope to get to drive over to the local range. I will be shooting that exact load in my revolvers.

I agree, it's what I used when plinking prior to reloading. Can get it locally for ~$35/100. Before the power factor was lowered for SSR I used the Speer Lawman 158gr +P TMJ.
