My guess is target grips are not made for cheapo handguns. The point of the qualifying point system, looking quickly at that form, seems to be to weed out Saturday night specials.
 
Saturday Night Special,,,that was one of the Hot Button topic/words in 1968.
This 'point sheet' has been revised many times since it's first issue back then. But it's intent is the same.

One small thing most don't know ( and really it doesn't effect many anyway),,
If you take a USA manufactured handgun and export it,,that handgun must make the point grade demanded currently by BATF if it is to be re-imported into the USA.

There is one exception,,IF the handgun is exported by an individual and then re-imported by the same individual,,the BATF Sporting Point system qualification (as it's called sometimes) is waived upon re-importation.

Many foreign pistols that otherwise met the qualification because of height, length, (those 2 are specific) along with caliber, ect. But fell short a few points were ultimately imported by adding 'target' grips to the guns along with a drift adj rear sight w/ set screw lock, calling the sight a 'Target rear sight'.
Note the BATF sheet allows a certain # of points on a semiauto for a simple 'drift adj target sight', double the amt for a click adj sight.
Just enough points to meet the minimum and they were on the way to the USA.
The STAR Model S 380cal surplus and some in 32cal come to mind. The Tokerev's got Target grips, even a safety added to some as a 'manual safety is a 'must have ' item catagory.

Lots of tinkering with the guns to get them to meet the points needed. Some like the Walther PPk just couldn't make it as it didn't make the minimum Length & height demanded.
So the PPK/s was born.

No Military Surplus was allowed to be imported when the GCA68 was signed into law. The drought began, prices went up.
That was revised in 1986.
Military Surplus once again allowed to be imported into the USA. The 'Import Markings' were one thing that were demanded at that time also to be marked on the 'new' imports.
