IS the front sight replaceable on the Model 19-3 revolver?Are there up graded front sights available for it?

I sent my ex-cop 19-3 in to S&W for end shake and forcing cone, etc. issues about a year ago. In addition I requested that the stock Baughman ramp, which was somewhat rounded off, be replaced (it's pinned). They did, which now gives me a nice crisp black front sight.
Check with them as to the availability of a new blade. If the holes aren't pre-drilled, that'll be up to you or your smith...

I've seen the occasional Model 19 with a pinned front site; on those, yes, the blade can be easily replaced with a switch-out.
Most 19s I've seen, though, have fixed front blades; they can be replaced, too, but as BG noted, there you're looking at some 'smithing.
