The issue with penetrating oil and cartridges is a slippery one (see what I did there
). You might have 100 rounds survive being soaked and then have 100 where all of them get contaminated and won't work. It will all depend on how well they are sealed.
Even just pressing in the primer, with no sealant, can make a cartridge water tight. Then again, it might not. Only by applying a sealant can you be sure.
WD-40 reacts with the primer and causes it to not ignite. But it has to get to the primer. So, some might seep in at the crimp and not cause a single issue. It's worse is the primer is not sealed.
