on the 15-22,how do you go by taking the guard rail off to clean the outsidde of the barrel

The message they sent you is not the answer to your question. There is no way to remove the hand guard. They referred you to a way to remove the barrel. If you want to clean the outside of the barrel, you can take off the plastic end piece by pushing in the tabs and pulling it out. Then you can run a very thin rod and patch between the barrel and the hand guard.

Fred,

There sure is a way to remove the hand guard, read the post I referenced and you will see that the hand guard comes off when the barrel nut is removed. You do not have to remove the barrel from the rifle if you don't want to.

But you are correct that by removing the hand guard end cap you should be able to squeeze a rag in there.
