Until the first bid is received, a seller can raise or lower the initial and the Buy-Now price on GB. I use the "View-Counter" and if I get a lot of Looky-Lou types but no bids, I will go in and drop the start price to get them off the dime and bidding. No different than a "Price Reduction" on the Forum when a gun doesn't sell fast enough.
Some sellers see a great amount of views really fast. Auctions being what they are, most folks want to sit back and "Snipe" at the last minute, so they wait till the last hour to start bidding. In that case, you sometimes se a guy with a popular or hard-to-find gun will see a lot of views really quick, so he goes in and jacks up the floor to increase his "take". Sometimes it works, and sometimes it backfires. Personally, I use GB when a pistol lays dormant on the Forum for longer than a week and has over 300 views with no email offers. It usually pays off to do so, due to increased viewing from the larger audience, but then you have the fees to consider, and I find Forum folks generally a much better and reliable clientele. I have been stiffed by Non-Paying bidders several times, but never yet by a Forum member.
