I’ve been rebuilding an old Victory revolver. I’m having an issue with the little lice that is attached to the hammer engaging with the trigger. I have to move it forward slightly with a screwdriver to get the trigger to work. It’ll then work in both double and single action. But once the trigger is fully pulled it won’t reset itself. The trigger doesn’t catch the little lever. Any idea what the issue is or how to fix it?

Hard to tell in the photo, but I would give it a good soak and cleaning before resorting to a gunsmith.
Best guess: the sear spring is broken; the sear spring is missing; the sear spring is not assembled properly.

Clean the gun before doing anything else! With all the debris in the works in that photo it is impossible to even guess what is preventing the double action sear from moving freely, but probably the sear spring just can't overcome the resistance of all that garbage.
Welcome to the forums from the Wiregrass! As others have said, it's likely that the spring that moves the fly (double action sear) is gummed up, broken or missing. Your best bet is to take the hammer out, remove the fly and clean the spring after you remove it. If you don't feel comfortable with that, get some aerosol carb, brake, Parts cleaner and spray it thoroughly until it loosens up.
That little lever attached to the hammer is the DA sear.
It has a very small coil spring behind it that pushes it back out and resets it so it ends up in the position that you are now placing it in manually with your small screwdriver.
Looks kind of gummed up inside there.
If you are checking this problem w/the side plate off..
Try pulling the thumb latch to the rear.
That may allow the hammer to rock back enough in rebound to allow the DA sear to reset as the hammer goes back slightly.
Right now the rebound slide is caught betw the safety flat/shelf on the bottom of the hammer and the rear arc of the hammer against the Bolt.
The Cylinder Stop in the pic is in the down/unlatched position. So the cylinder would be free-wheeling at this point.
Try the 'push the thumb latch to the rear' idea and see if the hammer&trigger reset OK.
Take the revolver apart and clear it out anyway and make sure that DA Sear and all the parts move freely.
A Victory M&P may have had replacement part(s) dropped into it over time and if everything is clean and correct otherwise,, some very slight fitting may be needed for that sear to drop into position.
It appears to be the older Hammer. One that does not use the upgraded Hammer Block.
