saw a s&w 686 with a black hammer nose the rest of the hammer was flash chromed anyone else ever see this. Thanks

The blued hammer noses, part #3651, were usually used on the 581 and 586, but are dimensionally the same as the stainless ones.
If it has the "M" stamp, the tech doing the re-fit may have used a blued hammer nose instead of stainless. In terms of proper function, it makes no difference.

Sounds like the original flash chromed nose was replaced with a blue one. Although unlikely, it may have left the factory that way.

what parts are needed to replace hammer nose thanks
Sounds like that blued, carbon steel hammer nose is causing some grief. New parts include a hammer nose spring (7296), hammer nose (7847) and hammer nose rivet (5770).
I can send you the parts in stainless if you want to change them. You can often re-use the rivet and spring.
